On October 21, 2019, Senate Appropriations Committee Chairman Richard Shelby (R-AL), issued a Press Release announcing the Senate substitute to H.R.3055, a package (minibus) of Fiscal Year (FY) 2020 domestic spending bills passed by the House, which includes measures for the Appropriations Subcommittees on Commerce, Justice, Science, and Related Agencies; Agriculture, Rural Development, Food and Drug Administration, and Related Agencies; Interior, Environment, and Related Agencies; and Transportation, Housing and Urban Development, and Related Agencies.

Democrats have signaled that they will support the minibus.

The full Senate is expected to vote on the minibus later this week. If it passes the Senate, differences between the Senate bill and the House bill will need to be resolved, as will differences with White House priorities.
