HUD Issues Utility Allowance Adjustment Factors for 2017

CARH’S BROADCAST E-MAIL – Regulatory Update

October 14, 2016

The Department of Housing and Urban Development (HUD) recently posted their Utility Allowance Adjustment Factors for 2017. HUD permits owners/agents to use the Utility Allowance Factors (UAFs) for projects subject to the requirements found in Housing’s Utility Analysis Notice. Attachment B of the Notice is a Sample Release of Tenant Utility Information form. The factors are effective for any project with an anniversary date on or after February 11, 2017.

HUD requires multifamily owners in its programs that receive rent subsidy, where HUD also provides a utility allowance, to adjust that utility allowance each year. The notice describes when owners/agents of Multifamily Housing properties that receive a utility allowance may use the published UAFs to adjust these allowances.

For additional background information, the National Low-Income Housing Coalition previously released guidance on the Housing’s Utility Analysis Notice.
