The Federal Housing Finance Agency (FHFA) today published their Final Rule setting forth requirements related to allocations by Fannie Mae and Freddie Mac to the Housing Trust Fund and Capital Magnet Fund.

The rule implements the December 16, 2014, interim rule in its entirety as the final rule.  In responding to comments received, FHFA noted that there is a statutory prohibition against Fannie and Freddie passing the cost of the allocations through to loan originators.  The comments appeared to largely focus on the role of Fannie and Freddie in conservatorship, rather than the allocation rules themselves.
